Parish Council responds to Persimmon's amended plan (and BFF posts in support)

The Parish Council last night unanimously approved their response to Persimmon's Amendment and have today submitted it to the planning portal.


BFF wholly supports the stance and suggestions made by the Parish Council and has filed its own response in support. You can read that here.


The Parish Council's comprehensive repsponse, with support from both a planning consultant and architect, covers a number of key areas, seeking to correct errors in Persimmon's documents and to challenge the enduring elements of the plans which fail to observe the HNP.



  • Residential development footprint, number and density Points out errors in the way the number of dwellings has been arrived at, bearing in mind the area of site developable for residential use and the relative densities to reflect existing village character.


  • Limits to Built Development There is significant overstretching of the LBD resulting in considerable impact, if agreed, on the setting of the site in relation to the National Landscape and the wider village.


  • Design and Layout The plan does not fully meet the requirements of both the High Weald Housing Design Guide and the Horsmonden Design Guidelines, which form part of the Neighbourhood Plan.


  • The proposed Medical Centre Concerns about the location of the medical centre and are also keen to ensure that should it not be delivered, the space be returned to open space.


  • Transport Concerns about traffic and how both vehicular and pedestrian can be safely achieved, and suggestions for signage around the proposed emergency access at Back Lane.

  • Designated and non-designated heritage assets Request the inclusion of a green buffer to the west of the footpath near to Bassetts Villas, to protect their setting, as required in the SLP.



  • Foul sewer/surface water drainage issues Concerns about the capacity to the existing foul sewer network and the separate surface water network, given existing weaknesses. Request completion of upgrade/repairs before any further dwellings are connected to the network.


  • S106 contributions Further to ongoing discussions, the PC have set out their priorities for community infrastructure to be supported through the developer, including space and premises for community events and maintenance of community ground.



The BFF response wholly supports that of the PC and draws the Case Officer's attention to various elements of Persimmon's Amendment which, in its opinion, are erroneous, inaccurate, lacking detail or simply missing completely.
